Utah State Requirements

Overview

The State of Utah requires every organization involved in the retrieval or monitoring of Utah DHRs to create a Utah.gov account.

To include Drivers licensed in the state of Utah in MVR Monitoring, J. J. Keller will need:

  • Your UT Org ID (If you do not have this, follow the steps below under Register for Utah.gov Account.)
  • Add SambaSafety as a Vendor in https://secure.utah.gov/dhr (Follow the steps outlined below under Add Samba Safety to your Vendor Relationships.)

 

Register for utah.gov account

Go to Subscription | Utah.gov.

 

Click on the Simple Sign Up button.

Complete the Credentials and Your Info sections.

Click on the Create My Account button.

 

The Confirm Email Address page then displays.

 

Once the activation email is received, click the here link to activate.

Clicking on the here link will direct you to this page; click Continue.

Login at https://secure.utah.gov/dhr.

 

Click the Get Started button.

 

Enter your company’s FEIN Number and click the Continue button.

  • Business Type Options
    • Motor Carrier: Use this option if you have CDL Drivers or a mix of CDL and Non-CDL Drivers.
    • Employer: Use this option for Non-CDL Drivers only.

 

Complete the Required Information section. Select the Sub-Vendor from the drop down menu. Click the Continue button.

 

Agree to Terms. Both the Citation Monitoring and Point-to-Point. Also, your Organization ID is under your Company Name.

Click Continue. Then, Logout.

 

You can use this link to log back in and check the status of your application: Log in with Your Utah.gov Account | Account Management | Utah.gov.

 

Once approved by the state, you will receive an approval email. The approval process takes anywhere from 5 to 7 business days.

 

NOTE: You will be required to agree to Terms on a yearly basis. The system will notify you by email. At that time, you can log in to agree to the Terms.

Add Sambasafety to your vendor relationships

Login to https://secure.utah.gov/dhr.

  • If you do not have any Relationships created, you will be prompted to add 1 now.
  • Enter SambaSafety’s Vendor ID Number which is TJ0GINEBJC.
  • As a Sub-Vendor, you have the right to turn off the Relationship but not to turn it back on.

FAQ

Does a company need to apply for 2 accounts if they are pulling records for different permissible uses - Employment and Insurance records?

  • No. If a company is pulling both Employment and Insurance Records, they only need 1 account.

 

What business type should I use when applying for an account with Utah?

Since UT is considered a controlled access state, like CA and PA, why are customers able to share their UT access codes (Org IDs) with their end customers?

  • Org IDs are used as part of the auditing process for ordering DHRs, but it is not mandated in the state, like it is in CA and PA. They aren’t directly provided as parameters in the request to the state, though. Instead, each request requires a Relationship Key (referred to as “key”) that allows auditing of which Vendor, Customer, and Sub-Vendor (if applicable) was involved in the DHR request.


Does a customer that resells our MVRs to their customers have to have separate UT codes for each customer they are “passing” the MVR to? 

  • According to the Utah DMV, all organizations obtaining MVRs from UT are required to have an Org ID (UT Code in the question). The Org ID identifies the organization obtaining the data and is used to follow the “chain of custody” of the data. There are multiple roles that organization can have – Vendor, Sub-Vendor or Customer.
  • An organization (typically a customer) will access the DHR site to obtain an Org ID and provide the Reseller’s Code as a Sub-Vendor and Samba’s Code as a Vendor. Payment for the Org Code is $125 annual subscription cost and is not due until the org orders data.
  • In cases where there are no resellers, Samba is the Vendor and there are no Sub-Vendors, just Customers.


Does a customer need a Utah code (Org ID) for records?

  • The state of Utah requires a code, known as an Org ID to order records. The Org ID identifies the organization obtaining the data and is used to follow the “chain of custody.” There are multiple roles that organization can have – Vendor, Sub-Vendor or Customer.


How do you apply for an Org ID and how long is the process?

  • The online application process, found online at https://secure.utah.gov/dhr, is relatively easy and the approval process takes anywhere from 5 to 7 business days.
