I'm getting billed for ELDs when I haven't loaded any yet. Why?

Answer

When you sign-up for an account that includes ELDs, there is a shipment schedule that comes with the configuration. We take a count of the ELDs you are expecting to use. Per the agreement you signed:

 

Monthly service fees for all ELDs will begin upon device configuration or within 60 calendar days of signed agreements, unless ELDs are shipping according to a separate roll out schedule in which case, a separate Addendum will state the fee schedule.

It should be noted that you will be charged for the count of contracted ELDs OR the number of active ELDs in the system -- whichever is greater. Thus, even though you may have no active ELDs in the system, you could still be charged for the contracted value.
